Accomplishments
Carl has been an unwavering force in advocating for ASD families and strengthening the Anchorage community. Since his election in 2021, he has left a lasting mark through his tireless efforts and impressive track record of accomplishments. With a perfect attendance record at board meetings and his steady presence at community council meetings across our municipality, Carl has consistently shown his commitment to public education.
Spearheaded a policy to compel Board attendance at community council meetings. If members do not attend 50% of their assigned meetings, they cannot serve as president or on a committee chair the following year.
Revised the public testimony Board policy to prioritize student testimony early in meetings. In addition, students are now provided reserved seating in the front rows of the boardroom to ensure they have an unobstructed view of the dias.
C0-led the Board’s Student Community Workforce Agreement (CWA) adoption process, which provides a labor-management model that produces job efficiency by establishing all the terms and expectations upfront. CWAs also ensure an uninterrupted supply of workers which keeps projects on schedule, allowing the parties to more accurately predict labor, costs, and production timetables.
Led the charge to implement an anonymous bullying and harassment reporting system for all ASD students, parents, and staff. Students can now anonymously raise concerns via telephone or smartphone app 24/7 and have access to mental health support when they call.
Supported an interim goal framework, which enabled ASD to introduce financial literacy curriculum into existing high school coursework.
Initiated an appropriation of 3 million dollars in one-time funds to address the 2,600 minor maintenance item backlog built up over the last decade. The funds will resolve minor building repairs before they spiral into larger and more expensive issues.
Supported charter programs via renewals and expansion of access to successful programs like Family Partnership, Frontier Charter School, Alaska Native Cultural Charter School, and more.
Supported renaming the Dr. Etheldra Davis—Fairview Elementary School.
Supported changes to ASD’s graduation regalia protocols.
Supported adopting goals and guardrails that prioritize student achievement in reading and math proficiency and college, career, and life readiness.
Voted in support of a full ten-year Charter for the Alaska Native Cultural Charter School (ANCCS) and approved a transition plan that provides ANCCS students and families adequate space and time to find a permanent home.
Steered 2.5 million in funding to stand up critical student mental health and counseling supports. ASD now provides more students with the help they need to navigate adolescence.
Worked to reduce ASD’s administrative overhead, curb labor cost growth, pursue school consolidation, implement additional efficiencies, and identify new revenue opportunities.
Supported a budget that reduced district administrative overhead without impacting day-to-day operations, allowing resources to be redirected to classrooms.
Co-chaired a key subcommittee that engaged in a complete overhaul of the student nutrition and physical activity policy. Students will have guaranteed minimum lunch periods, which do not begin until they are served a nutritious meal for the first time.
Tackled ASD’s vacancy rate by approving contracts that demonstrate appreciation and value for our education professionals and support staff, including a landmark contract that increased wages for ASD’s dedicated transportation staff to competitive industry-standard wages.
Lobbied lawmakers for adequate and predictable funding for schools and testified to the Senate Finance Committee in support of raising the Base Standard Allocation (BSA).
Passed a land acknowledgment Board policy that brings increased cultural awareness to ASD campuses.
